Lead Specialist, Contracts
Full Job Description
Conducts contract requirements development, negotiation, source selection, and administration of contracts, subcontracts, and/or related contractual documentation between KBR and its external customers. Reviews performance requirements ensuring contract is in accordance with legal requirements, customer specifications and government regulations. Issues contract and financial program documents. Structures contractual terms to reflect business strategy. Initiates internal documentation to authorize and direct work in accordance with contractual specifications. Monitors performance of contractual obligations Requires specialized depth and/or breadth of expertise. Interprets internal or external business (Industry) issues and recommends best practices. Solves complex problems; takes a broad perspective to identify innovative solutions.
Works independently, with guidance in only the most complex situations. May mentor/run project teams within a discipline or job family. Requires depth and/or breadth of expertise in own specialized discipline. Interprets internal/external customer challenges and recommends best practices to improve products, processes or services based on industry knowledge. May advise multi-disciplinary teams or run projects with moderate resource requirements, risk, and/or complexity. Guides others to solve complex problems; uses sophisticated analytical thought to exercise judgment and identify innovative solutions. Impacts the achievement of customer, operational, project or service objectives; work is guided by broad Unit/Division/Department policies and customer requirements. Communicates difficult concepts and negotiates with others to influence decisions.
May have formal, but limited, supervision of team members at a Department or project level to include verification of time cards, oversight of daily tasks/schedules and input into performance appraisals. May be the primary customer contact for assigned area of responsibility. Typically requires a college or university degree in Business or related field. In some disciplines, advanced degree may be a requirement to reach this level. Typically requires 5 to 10 years of relevant experience.
EDUCATION / CERTIFICATIONS
Bachelor’s Degree from accredited four-year college
Further demonstrated continuing education in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
Must be able to read, write, speak, and understand English fluently
Must be a US Citizen with a current, valid US Passport, or ability to obtain one, and US Driver’s License
Ability to obtain a SECRET Security Clearance is a plus
EXPERIENCE: 5-plus years experience in Federal Government contract management/administration. Demonstrated experience in administration and management of major contract types: fixed-price, time & materials (T&M), and various cost-type contracts is required. Experience with US military contracting, base operation support services (BOSS) contracts, and previous on-site OCONUS support preferred.
SKILLS / ABILITIES / PHYSICAL ACTIVITIES:The candidate must be a detail oriented, proactive self-starter capable of working in a fast-paced, multi-discipline, team environment with the ability to manage competing priorities to achieve team goals. Proven skills to include effective change management, planning, organizing, directing, communicating and controlling; with strong decision-making capabilities.
Excellent analytical skills data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus that lead to positive outcomes for the company. Understanding of litigation and claims processes and experience with legal communities. Excellent interpersonal and communication skills verbal, written, and listening. Ability to interact with staff at all levels and in varying functions, from craft persons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction. Overtime, shift work and TDY assignments will be required, depending on contractual needs. Work requires moderate physical exertion including walking to operating areas and walking up stairs. Use computers & related software such as Microsoft Office and other common products used in office environments. Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard, mouse, monitor and various electronic resources repetitively.
