Description: Position Title: Assistant Program Manager
Program: EMASS
Classification: Non Exempt, Full Time
Pay range: $26.00 – $28.00 per hour
Summary and Range of Authority: EMASS serves Iraqi, Chaldean, Filipino, African American, Somali and Latinx seniors (60 years and over) with outreach, engagement and education for prevention and early intervention of mental illness and mental health challenges. Our culturally specific Community Health Workers help at-risk seniors connect to social services and navigate the health care and welfare system.
We provide education in chronic diseases, diabetes, pain management as well as mental health and wellness. Additionally, we provide socialization opportunities at both centers and community or apartment buildings where seniors gather on a weekly basis. EMASS is a place where seniors can feel welcome and appreciated, while receiving support from our caring and compassionate staff.
Essential Duties and Responsibilities:
- Assist in ensuring overall program operations, including administrative management, quality assurance, implementation of policies and procedures, and contract compliance
- Provide regular supervision and support to all direct reports and oversees team meeting, case conference and problem-solving consultation
- Recruit, assesses, and recommend staff candidates in accordance to UPAC personnel policies,
- Supports overall service delivery needs of program including providing referrals, appointments and ongoing services.
- Supervise accurate data collection and record keeping and prepare various reports timely
- Ensure quality of client care, best practices and highest professional standards
- Function as program liaison with SD County BHS and community-based organizations representing the program
- Assist/Coordinate QM activities to ensure program integrity
- Ensure program submission of all written reports required by funding sources
- Assist in monitoring the program expenditure to ensure financial integrity as assigned
- Assist in oversighting mandated report compliance
- Assist in monitor the program in meeting contracted annual performance goal and objectives including unit production of services and client census
- Assist in oversighting preparation of program audits and post-audit corrective activities when indicated
- Attend various meetings hosted by UPAC, County, and any other third parties as assigned,
- Facilitate program staff meeting weekly or as scheduled
- Ensure providing orientation to new staff and ongoing training and consultation
- Monitor staff qualification and ensure training requirement compliance
- Monitor and supervise the day-to-day program operations.

Requirements: Qualifications:
- At least one-year experience in a supervisory or leadership role
- Understanding of cultural competency in the delivery of mental health services
- Understanding of the role of peer specialists in the promotion of mental health recovery
- Excellent organizational skills and attention to detail, ability to manage multiple tasks simultaneously, prioritize and successfully bring them to fruition
- Excellent communication, problem solving and conflict management skills
- Ability to maintain strict confidentiality with regard to sensitive or proprietary information or materials
- Ability to prepare written reports and records of services rendered
- Must demonstrate moderate level of computer literacy and experience using office productivity software (i.e. word processing, spreadsheet, database, and email programs)
- Will not be debarred or excluded from participation in Federal programs by the General Services Administration and/or the Department of Health and Human Services of the Inspector General
- Must pass background check (Live Scan Fingerprint).
- Must be COVID-19 vaccinated and boosted if applicable or must have religious or medical exemption
- Must be able to drive (when needed) for business purposes to other program locations in San Diego County. If employee drives his/her personal automobile for UPAC business, employee must have valid California driver’s license and comprehensive automobile insurance coverage, as required by law.
Additional Preferred Education and/or Experience:
- Bilingual and ability to translate in any of the program’s target languages.
